Under the Planning Act, the Town is required to create and implement its own policies related to planning, and such policies must be consistent with the Planning Act and Provincial Policy Statement.

An Official Plan is a document that sets out the Town’s vision for development for the 20-year planning horizon. The Official Plan directs where housing, industries, and commercial businesses can locate and sets out policies for the protection and preservation of farmland, the natural environment, and natural resources. The Official Plan also sets out the policies and considerations for new development, such as the requirements for certain studies, infrastructure, and other related considerations.

An Official Plan Amendment is required when the proposed development cannot meet the requirements of the Official Plan, or a development is being proposed in a designation where it is not permitted. Consultation with the Planning Department is required prior to applying for an Official Plan Amendment.

A Zoning By-Law is a regulatory document that implements the policies of the Official Plan. The Zoning By-Law sets out specific requirements for development on properties located within different zones. The Zoning By-Law states which uses and buildings/structures may be permitted on a property, as well as where on a property such uses, buildings, and structures may be located.

A minor variance is required when a building or structure will vary slightly from the provisions of the Zoning By-Law. A minor variance is a minor amendment to the Zoning By-Law and is always specific to a particular property and building. A minor variance is also required for the expansion of a legal non-conforming use.

Consent to sever is required when an interest in land is being conveyed to another person. A consent to sever application is required for a lot severance (creation of 1 or more lots), a lot addition a boundary adjustment, a right-of-way, or an easement.

A Deeming By-Law removes lands (lots or blocks) from a registered plan of subdivision, providing the plan of subdivision has been registered for more than 8 yeas. A Deeming By-Law can remove all lots or blocks within a plan of subdivision. The effect of a Deeming By-Law is to merge two ore more lots or blocks of land within a plan of subdivision into one legally conveyable lot, under common ownership. Approval of a Deeming By-Law consolidates individual lots into one parcel of land. Generally, this is required to allow development to occur, which would otherwise be constrained by lot lines traversing a site (buildings cannot cross over lot lines).
